CANGO Project 2010-2012

ICCSL developed a project with the Chinese Association for NGO Cooperation (CANGO) (, which serves as a complement to the earlier World Bank study on outsourcing social services to CSOs. As the summary reports notes, "Through the series of activities of relief, charity and community reconstructions following the "5.12" Wenchuan Earthquake in 2008, social organizations actively responded to the demands of the society and assisted government to take over many tasks. This experience highlights the ability of participating in social management and providing public services. The Chinese government is trying to transform its functions, establish a "public service-oriented" government and propel the procurement of public services from social organizations." Funding for the project was provided by the Ford Foundation and the U.S. - China Legal Cooperation Fund.
